Free AI subscriptions 2027 including ChatGPT, who qualifies and how to apply
Budget 2027 adds 100,000 free AI subscriptions for young people, now including ChatGPT. Here are the current rules of the AI Untuk Rakyat programme and what has not been announced yet.
The government will offer another 100,000 free AI subscriptions to young people in 2027, and the list of apps will be expanded to include ChatGPT. Prime Minister Datuk Seri Anwar Ibrahim announced this while tabling Budget 2027 in the Dewan Rakyat on Friday, 9 October, citing the strong response to the existing programme.
What Budget 2027 announced
- 100,000 additional subscriptions for popular AI apps, on top of the 100,000 offered this year.
- ChatGPT will be included. It was not offered in the 2026 programme.

Who qualifies for a free AI subscription
The 2027 terms have not been announced. The programme running now, AI Untuk Rakyat, sets these terms:
- Malaysian citizens aged 18 to 30.
- Participants must pass all the required modules on the Rakyat Digital portal (rakyatdigital.gov.my).
- The subscription is free for three months.
- The quota is 100,000 people.
The 2026 programme was announced by the Prime Minister on 28 July, and redemption of the subscriptions began in stages on 31 August 2026.
Modules you need to complete
For the 2026 programme, participants have to complete six modules on the Rakyat Digital portal:
- AI Nation 2030: The MADANI Approach
- CYBERSAFE for the People
- Generative AI
- AI Safety
- Agentic AI for All
- Cloud for the People
AI apps on offer
In the 2026 programme, the tools on offer include Google Gemini Enterprise, ILMUchat by YTL AI Labs, and tools from Alibaba (WonderClip and MuleRun). ChatGPT will be added for 2027. The full list for the 100,000 new subscriptions has not been announced.
How to apply for a free AI subscription in 2027
There is no date or application process for 2027 yet. If it follows the current programme, the steps are:
- Register on the Rakyat Digital portal.
- Complete and pass all the required modules.
- Redeem your free subscription once you have finished the modules, subject to the quota.
Watch for announcements from the Digital Ministry and the Rakyat Digital portal for the opening date.
